Phytosanitary

The Phytosanitary Service provides:


• Import Phytosanitary certificates for plants and plant products coming from third countries;
• Export Phytosanitary certificates;
• Authorisation to plant nurseries;
• Authorisation for EC Plant Passport;
• Accreditation of nurseries trading certificated material or C.a.C (Conformitas Agraria Communitatis);
• Accreditation of Phytosanitary laboratories providing Phytosanitary advice to nurseryman.

 

 

The Phytosanitary Service:


• authorises the pruning or pulling down of plane trees;
• inform mayors on the authorisation procedure to use pesticides in urban centres;
• authorises courses to be license to use phytosanitary products;
• conducts diagnostic tests of plant material and of infested or infected soils.

 

Surveillance of commercial trade
The Regional Plant Protection Organization is part of the National Plant Protection Organization.
To preserve high qualitative agricultural products and safeguard the environment, the conservation of the plant production chain implies preventive control and eradication measures of harmful organisms.
The Service provides three controls:


1) Import Phytosanitary Controls

Dangerous pests can be introduced importing plants and plant products can introduce dangerous pests.
Regulated commodities from third countries can enter Italy and the EU from
• Port of Ancona
• Airport of Ancona-Falconara Marittima
• Check points at destination authorized by the National Plant Protection Organization

2) Export Phytosanitary Controls

Exports of plants and plant products have to comply with restrictions on regulated pests of the importing country. Given the presence of parasites in the Italian territory, the efficacy of the Italian measures against export risks has to be proved to trade partners. To ensure the consignment compliance with the requirements of the importing country phytosanitary certificates are issued by a phytosanitary inspector.

3) Controls on national and European trade

Within the European Union the free trade of plants is the general rule. Nevertheless pests can be widespread by some productions. Therefore the nursery practice has to be authorized according to the growing typology and commodities introduced in the market could be controlled to verify their compliance with the declared variety and phytosanitary state.

Activities to be autorised
 Plant Nursery (art. 19 D. Lgs 214/2005)
 Enrolment to the growers’ official register (RUP, art.20 D. Lgs 214/2005)
 Use of CE plant passport
Accreditation of vegetable growers (D.P.R. 21 December 1996 n. 697)
Accreditation of fruit growers (D.P.R. 21 December 1996 n. 697)
Registration of firms as accredited providers of propagation material of ornamental plants (D. Lgs 19 Mai 2000 n. 151)
Accreditation of laboratories for phytosanitary analysis

Exemptions from authorization
Retailers selling plants and plant products to people not professionally involved in the plant production
Growers of potatoes for consumption and of citrus, delivering to authorized collection centers or selling directly to end users
